Challenges as a context. Under what conditions will states of the future have to act?

The world of the nearest future will be determined by a wide range of challenges, including of the manmade nature. The key problems include unemployment and rapid changes of the labor market, related to the technological revolution and robotics; climatic changes; population growth and problems associated therewith, such as growth in demand for food and water, migration, etc.
How serious are the aforesaid challenges? How will the States address these key problems? What is the role of data, artificial intelligence and other technologies in risk management and forecasting at the state level?
