Albert graduated from the Cybernetics Department of Moscow State Institute of Radio Engineering, Electronics and Mathematics in 1993. In 2002 he received the Chevening scholarship and obtained a Master’s degree in Communication Management at Strathclyde Graduate Business School (UK). In 2012 he took a course at the Summer Robotics School of Imperial College London. He has been a postgraduate student of the Institute of World Economy and International Relations since 2013. He is the author of a number of scientific publications about Russia’s innovation ecosystem and the co-author of the new technology report of the Skolkovo Institute of Science and Technology.
From 1994–2011, he worked at medium-sized and large Russian telecom companies: Aerocom, Equant and Mobile Telesystems Group (MTS). At MTS he was responsible for the development and implementation of IT strategy and interaction with business.
In 2011 he took the position of IT Project Director of the Skolkovo Foundation’s IT Cluster. From 2011–2014, he developed a number of areas of support for small knowledge-intensive companies - participants of Skolkovo in the field of informatization of the healthcare system and computer vision.
In 2013–2014, he was Public Secretary of the Expert Board of the Ministry of Communication and Mass Media of Russia on the development of the information technology industry. Now Albert is one of the leading experts in autonomous vehicles in the Russian Federal National Technology Initiative, established by President V. Putin.
In 2013 Albert masterminded the first Russian robotic conference Skolkovo Robotics. Since August 2014, he has managed the Skolkovo Foundation’s Robotics Centre, whose main goal is the acceleration of entrepreneurship activity in robotics and cyber-biophysical systems.
Albert is a regular speaker at events including IASP 2015 and WRC 2016 in Beijing, Slush 2015 in Helsinki, Innorobo in Paris, and many more in Russia.
